CPCAP is headed by its Executive Director, Claro V. Parlade, a legal practitioner for 18 years and a Senior Partner at the Parlade Hildawa Parlade Eco & Panga Law Offices (PHPEPLaw). He is the former Chairman of the Legal and Regulatory Committee of the Information Technology and Electronic Commerce Council (ITECC), the highest policy making body of IT and E-Commerce in the Philippines. He is also Chairman of the Committee on E-Business and Telecommunications of the International Chamber of Commerce Philippines. He has worked on various local and international ICT policy projects funded by USAID, CIDA and AUSAID. Mr. Parlade was a Hubert Humphrey Fellow (IT Law and Policy) in 1999-2000 at the American University, Washington D.C.
